Freedom Park is a national monument and heritage destination dedicated to honouring all those who gave their lives in the struggles for freedom. It is established as a cultural institution reporting to the Minister of Sport, Arts and Culture and is situated at Salvokop, on the southern tip of Pretoria.
Freedom Park is looking for an ethical individual who has a passion to contribute to national reconciliation and social cohesion. Applications are invited from suitably qualified and experienced persons for the position of Procurement Officer.

JOB SUMMARY
To render effective and efficient procurement and related services for Freedom Park.


KEY PERFORMANCE AREAS

Supplier Management

  • Preparation, implementation and monitoring of comprehensive supplier
    database.
  • Implementation and monitoring of annual price increases.
  • Designing and implementation of commercial equity supplier strategy.
  • Preparation and implementation of supplier contract.
  • Design, implement and monitor performance measures for evaluating current
    suppliers.

Demand Management

  • Analysis of supplier’s industries
  • Identification and understanding of future Park need, critical delivery dates and
    lead times.
  • Linking of future needs, critical delivery dates and leas times to budget and
    cash flow forecast.
  • Analysis of past expenditure.

Acquisition Management

  • Coordination of the Bid/RFQ process.
  • Determination of Bid/RFQ evaluation criteria
  • Compiling of Bid/RFQ documentation
  • Preparation for tabling of bids
  • Submit bid reports to Bid Committees
  • Manage supplier contracts
  • Identify frequent purchase commodities in order to convert them to long term
    agreements/contracts
  • Implement strategies and processes with regard to management of losses and
    management of redundant and absolute assets
  • Formulation of acquisition risk strategy.

Volume and Product Cost

  • Negotiation of bulk discounts.
  • Optimal use of settlement discounts.
  • Conduct price negotiations.
  • Submit monthly reports to Management in respect of SCM.
  • Submit spending patterns to Management and Bid Committees.

Loss Control

  • Schedule and Arrange Loss Control Committee Meetings
  • Compilation and distribution of Agendas for Committee meetings
  • Present cases of Irregular Expenditure, Fruitless and Wasteful Expenditure
  • Capture all resolutions of the meeting.
  • Implement resolution of the Loss Control Committee by writing letters to
    individuals concerned.
  • Perform Assessment and Determination of all cases of Irregular Expenditure,
    Fruitless and Wasteful Expenditure
  • Regularly update the Register for Irregular Expenditure, Fruitless and Wasteful
    Expenditure
  • Maintain proper filling of documents related to Irregular, Fruitless and Wasteful
    Expenditure

Statutory and Policy Compliance

  • Implementation of procurement provisions of the PFMA Act and PPPFA.
  • Implementation of the Procurement Policy and the Purchases and payable
    policy.
  • Implement legislative policy prescript which governs supply chain, inter alia
    PFMA, BBBEE SCM Framework and King Corporate Governance.
  • Assist the CFO with reporting to National Treasury.

Support Services and Resource Management

  • Training staff in respect of SCM procedures
  • Supervise staff in the Supply Chain Management Unit.
  • Participate in Asset Management Activities

PREREQUISITE

  • Bachelor’s degree (NQF 7) in Purchasing Management or related field, with
    Accounting ll as a subject.
  • 5 years relevant experience in commercial or government related institutions.
  • Exposure to some commercial aspects relating to Supply Chain Management
    (Supply Chain Analysis, Supplier Workshops, Price and Standard
    Negotiations).

COMPETENCY IN THE FOLLOWING

  • Computer literacy (MS Office).
  • Strong interpersonal skills
  • Workflow system

KNOWLEDGE

  • Knowledge of the Public Finance Management Act (PMFA).
  • Broad Based Black Economic Empowerment (BBBEE).
  • Preferential Procurement Policy Framework Act (PPPF).
  • Treasury Regulations on Supply Chain Management.
  • Knowledge of Total Cost of Ownership.
