JOB SUMMARY AND PURPOSE
To provide operational leadership and management of the Information and Communication
Technology (ICT) function of Freedom Park by ensuring the availability, integrity, security and
optimal utilisation of information systems, digital infrastructure, networks and technology
services in support of the institution’s strategic objectives.
The incumbent will develop and implement ICT strategies, oversee ICT operations, strengthen
cybersecurity, drive digital transformation initiatives, ensure compliance with applicable
legislation and governance frameworks, and provide leadership to the ICT function.
KEY RESPONSIBILITIES
ICT Strategy and Governance
• Develop and implement the ICT Strategy aligned to Freedom Park’s Strategic Plan.
• Develop ICT policies, procedures and standards.
• Ensure alignment of ICT services with organisational priorities.
• Develop and implement annual ICT operational and capital plans.
• Advise Executive Management on ICT trends, risks and opportunities.
• Ensure compliance with applicable ICT governance frameworks, legislation and
standards.
ICT Infrastructure Management
• Manage and maintain all ICT infrastructure, including servers, networks,
telecommunications and end-user devices.
• Ensure high availability of ICT systems and services.
• Manage cloud-based and on-premise ICT environments.
• Oversee system upgrades, maintenance and lifecycle management.
• Ensure effective disaster recovery and business continuity arrangements.
Information Systems Management
• Manage all enterprise applications utilised by Freedom Park.
• Coordinate system implementation and optimisation.
• Ensure integration between organisational systems.
• Monitor system performance and user satisfaction.
• Oversee software licensing and vendor support agreements.
Cybersecurity and Risk Management
• Develop and implement cybersecurity strategies.
• Ensure protection of organisational information assets.
• Monitor cyber threats and vulnerabilities.
• Conduct ICT risk assessments.
• Ensure compliance with POPIA, Minimum Information Security Standards (MISS),
Cybersecurity Frameworks and other applicable legislation.• Coordinate ICT disaster recovery testing.
ICT Service Delivery
• Manage ICT service desk operations.
• Ensure timely resolution of ICT incidents and service requests.
• Develop and monitor ICT service standards.
• Coordinate ICT support for organisational programmes and events.
• Monitor ICT service performance through agreed service level standards.
Digital Transformation
• Identify opportunities for digital innovation.
• Lead digital transformation initiatives.
• Promote automation of business processes.
• Support the implementation of modern digital technologies.
• Enhance organisational efficiency through technology-enabled solutions.
ICT Procurement and Contract Management
• Develop ICT technical specifications.
• Participate in procurement processes.
• Manage ICT contracts and service providers.
• Monitor vendor performance.
• Ensure value for money in ICT investments.
Financial and Asset Management
• Prepare and manage the ICT operational and capital budgets.
• Monitor ICT expenditure.
• Ensure proper management of ICT assets.
• Coordinate ICT asset verification and lifecycle replacement.
• Ensure compliance with PFMA, Treasury Regulations and organisational policies.
People Management
• Lead, supervise and develop ICT personnel.• Conduct performance management.
• Identify staff development needs.
• Promote a culture of innovation, accountability and excellent customer service.
JOB REQUIREMENTS
Minimum Requirements
• Bachelor’s Degree (NQF 7) in Information Technology, Computer Science, Information
Systems or related qualification.
• A postgraduate qualification in ICT Management, Information Systems or Business
Management will be an added advantage.
• Minimum of seven (10) years relevant ICT experience.
• At least three (5) years’ experience in a supervisory or management role.
• Experience within the public sector or public entity environment will be an added
advantage.
